Local Innovation support in Scotland: policy lessons from Glasgow

Abstract

The paper questions policies for development of the innovation systems of Glasgow and Scotland. In particular, the paper draws attention to differences in innovation policy themes between the EC, regional bodies, and the Scottish Executive. The paper also examines innovation practice in Glasgow. In delineating the characteristics of an inclusive innovation model, three related areas are implicated for future policy development: the expansion of local demand capacity through SME engagement; extension of the sectoral focus of innovation measures to include financial services, creative industries and other sectors, and the growth of supplier and intermediary actors including Further Education Institutions.
