Abstract

Despite this handicap, Rh√¥ne-Alpes envisions the "Four Motors" and similar European alliances as the avenue through which it can establish a greater degree of autonomy from Paris and the French state. If such ambitions are to be achieved though, Rh√¥ne-Alpes and the "Four Motors" alliance must enhance economic and political linkages and strive to overcome the limitations imposed by national economic/political agendas.
